Baptism of the Holy Spirit

All four gospel writers described the baptism of Jesus with water and with the Holy Spirit.  The writers all noted that John the Baptist made a distinction between his baptism of water and Jesus’ baptism with the Holy Spirit & Fire.  People were baptized (immersed) (outwardly) once in water when they repented of their sins.  After Jesus was immersed into the water (external), he was baptized outwardly with the Holy Spirit seen by the dove descending on him and resting on him- this visual is similar to the “divided tongues as of fire” that rested on the new believers in Acts 2:3.  Jesus’ baptism with the Holy Spirit launched his powerful 3-year ministry before his death and resurrection.

[Matthew 3:7-17 ESV] “[7] But when he saw many of the Pharisees and Sadducees coming to his baptism, he said to them, “You brood of vipers! Who warned you to flee from the wrath to come? [8] Bear fruit in keeping with repentance. [9] And do not presume to say to yourselves, ‘We have Abraham as our father,’ for I tell you, God is able from these stones to raise up children for Abraham. [10] Even now the axe is laid to the root of the trees. Every tree therefore that does not bear good fruit is cut down and thrown into the fire. [11] “I baptize you with water for repentance, but he who is coming after me is mightier than I, whose sandals I am not worthy to carry. He will baptize you with the Holy Spirit and fire. [12] His winnowing fork is in his hand, and he will clear his threshing floor and gather his wheat into the barn, but the chaff he will burn with unquenchable fire.” [13] Then Jesus came from Galilee to the Jordan to John, to be baptized by him. [14] John would have prevented him, saying, “I need to be baptized by you, and do you come to me?” [15] But Jesus answered him, “Let it be so now, for thus it is fitting for us to fulfill all righteousness.” Then he consented. [16] And when Jesus was baptized, immediately he went up from the water, and behold, the heavens were opened to him, and he saw the Spirit of God descending like a dove and coming to rest on him; [17] and behold, a voice from heaven said, “This is my beloved Son, with whom I am well pleased.””

[Mark 1:4-11 ESV] “[4] John appeared, baptizing in the wilderness and proclaiming a baptism of repentance for the forgiveness of sins. [5] And all the country of Judea and all Jerusalem were going out to him and were being baptized by him in the river Jordan, confessing their sins. [6] Now John was clothed with camel’s hair and wore a leather belt around his waist and ate locusts and wild honey. [7] And he preached, saying, “After me comes he who is mightier than I, the strap of whose sandals I am not worthy to stoop down and untie. [8] I have baptized you with water, but he will baptize you with the Holy Spirit.” [9] In those days Jesus came from Nazareth of Galilee and was baptized by John in the Jordan. [10] And when he came up out of the water, immediately he saw the heavens being torn open and the Spirit descending on him like a dove. [11] And a voice came from heaven, “You are my beloved Son; with you I am well pleased.””

[Mark 10:35-45 ESV] “[35] And James and John, the sons of Zebedee, came up to him and said to him, “Teacher, we want you to do for us whatever we ask of you.” [36] And he said to them, “What do you want me to do for you?” [37] And they said to him, “Grant us to sit, one at your right hand and one at your left, in your glory.” [38] Jesus said to them, “You do not know what you are asking. Are you able to drink the cup that I drink, or to be baptized with the baptism with which I am baptized?” [39] And they said to him, “We are able.” And Jesus said to them, “The cup that I drink you will drink, and with the baptism with which I am baptized, you will be baptized, [40] but to sit at my right hand or at my left is not mine to grant, but it is for those for whom it has been prepared.” [41] And when the ten heard it, they began to be indignant at James and John. [42] And Jesus called them to him and said to them, “You know that those who are considered rulers of the Gentiles lord it over them, and their great ones exercise authority over them. [43] But it shall not be so among you. But whoever would be great among you must be your servant, [44] and whoever would be first among you must be slave of all. [45] For even the Son of Man came not to be served but to serve, and to give his life as a ransom for many.””

[Luke 3:15-17, 21-22 ESV] “[15] As the people were in expectation, and all were questioning in their hearts concerning John, whether he might be the Christ, [16] John answered them all, saying, “I baptize you with water, but he who is mightier than I is coming, the strap of whose sandals I am not worthy to untie. He will baptize you with the Holy Spirit and fire. [17] His winnowing fork is in his hand, to clear his threshing floor and to gather the wheat into his barn, but the chaff he will burn with unquenchable fire.” … [21] Now when all the people were baptized, and when Jesus also had been baptized and was praying, the heavens were opened, [22] and the Holy Spirit descended on him in bodily form, like a dove; and a voice came from heaven, “You are my beloved Son; with you I am well pleased.””

[John 1:19-34 ESV] “[19] And this is the testimony of John, when the Jews sent priests and Levites from Jerusalem to ask him, “Who are you?” [20] He confessed, and did not deny, but confessed, “I am not the Christ.” [21] And they asked him, “What then? Are you Elijah?” He said, “I am not.” “Are you the Prophet?” And he answered, “No.” [22] So they said to him, “Who are you? We need to give an answer to those who sent us. What do you say about yourself?” [23] He said, “I am the voice of one crying out in the wilderness, ‘Make straight the way of the Lord,’ as the prophet Isaiah said.” [24] (Now they had been sent from the Pharisees.) [25] They asked him, “Then why are you baptizing, if you are neither the Christ, nor Elijah, nor the Prophet?” [26] John answered them, “I baptize with water, but among you stands one you do not know, [27] even he who comes after me, the strap of whose sandal I am not worthy to untie.” [28] These things took place in Bethany across the Jordan, where John was baptizing. [29] The next day he saw Jesus coming toward him, and said, “Behold, the Lamb of God, who takes away the sin of the world! [30] This is he of whom I said, ‘After me comes a man who ranks before me, because he was before me.’ [31] I myself did not know him, but for this purpose I came baptizing with water, that he might be revealed to Israel.” [32] And John bore witness: “I saw the Spirit descend from heaven like a dove, and it remained on him. [33] I myself did not know him, but he who sent me to baptize with water said to me, ‘He on whom you see the Spirit descend and remain, this is he who baptizes with the Holy Spirit.‘ [34] And I have seen and have borne witness that this is the Son of God.””

After Jesus’ resurrection and before his accension, Jesus breathed on the disciples and gave them the Holy Spirit with the authority to forgive sins; note that this event was after his resurrection, but was not the promise he gave them of being baptized in the Spirit; notice here that there was no mention of “Baptism” as Jesus mentioned in Acts 1…and there was no fire or speaking in tongues…only the quiet gift of the Holy Spirit.  This was the disciples’ initial receiving of the Holy Spirit, distinct from their baptism with the Holy Spirit (Acts 2).

[Jhn 20:19-23 ESV] 19 On the evening of that day, the first day of the week, the doors being locked where the disciples were for fear of the Jews, Jesus came and stood among them and said to them, “Peace be with you.” 20 When he had said this, he showed them his hands and his side. Then the disciples were glad when they saw the Lord. 21 Jesus said to them again, “Peace be with you. As the Father has sent me, even so I am sending you.” 22 And when he had said this, he breathed on them and said to them, “Receive (lambano) the Holy Spirit. 23 If you forgive the sins of any, they are forgiven them; if you withhold forgiveness from any, it is withheld.”

Then, before he ascended back to heaven, he told the disciples to wait in Jerusalem to wait for the promise of the Father: the baptism of the Holy Spirit.  This baptism was going to empower them to be his witnesses in all the earth.  He had already given them the Holy Spirit in John 20…but he tells them that the baptism of the Holy Spirit was a separate and distinct event that would give them power!

[Acts 1:1-11 ESV] “[1] In the first book, O Theophilus, I have dealt with all that Jesus began to do and teach, [2] until the day when he was taken up, after he had given commands through the Holy Spirit to the apostles whom he had chosen. [3] He presented himself alive to them after his suffering by many proofs, appearing to them during forty days and speaking about the kingdom of God. [4] And while staying with them he ordered them not to depart from Jerusalem, but to wait for the promise of the Father, which, he said, “you heard from me; [5] for John baptized (baptizo) with water, but you will be baptized (baptizo) with the Holy Spirit not many days from now.” [6] So when they had come together, they asked him, “Lord, will you at this time restore the kingdom to Israel?” [7] He said to them, “It is not for you to know times or seasons that the Father has fixed by his own authority. [8] But you will receive (lambano) power when the Holy Spirit has come upon (eperchomai) you, and you will be my witnesses in Jerusalem and in all Judea and Samaria, and to the end of the earth.” [9] And when he had said these things, as they were looking on, he was lifted up, and a cloud took him out of their sight. [10] And while they were gazing into heaven as he went, behold, two men stood by them in white robes, [11] and said, “Men of Galilee, why do you stand looking into heaven? This Jesus, who was taken up from you into heaven, will come in the same way as you saw him go into heaven.””

The disciples obeyed and stayed in Jerusalem.  The day of Pentecost (50 days after Christ’s death on the cross which was the Passover) ushered in their baptism with the Holy Spirit.  This was evidenced by appearance of tongues of fire resting on each of them AND the gift of speaking in tongues.  The people to whom Peter preached had faith and then were baptized (not clear what type of baptism, but I assume both since he had boldly preached the “full” gospel to them.)

[Acts 2:1-21, 29-41 ESV] “[1] When the day of Pentecost arrived, they were all together in one place. [2] And suddenly there came from heaven a sound like a mighty rushing wind, and it filled the entire house where they were sitting. [3] And divided tongues as of fire appeared to them and rested on each one of them. [4] And they were all filled (pimplemi) with the Holy Spirit and began to speak in other tongues as the Spirit gave them utterance. [5] Now there were dwelling in Jerusalem Jews, devout men from every nation under heaven. [6] And at this sound the multitude came together, and they were bewildered, because each one was hearing them speak in his own language. [7] And they were amazed and astonished, saying, “Are not all these who are speaking Galileans? [8] And how is it that we hear, each of us in his own native language? [9] Parthians and Medes and Elamites and residents of Mesopotamia, Judea and Cappadocia, Pontus and Asia, [10] Phrygia and Pamphylia, Egypt and the parts of Libya belonging to Cyrene, and visitors from Rome, [11] both Jews and proselytes, Cretans and Arabians–we hear them telling in our own tongues the mighty works of God.” [12] And all were amazed and perplexed, saying to one another, “What does this mean?” [13] But others mocking said, “They are filled with new wine.” [14] But Peter, standing with the eleven, lifted up his voice and addressed them: “Men of Judea and all who dwell in Jerusalem, let this be known to you, and give ear to my words. [15] For these people are not drunk, as you suppose, since it is only the third hour of the day. [16] But this is what was uttered through the prophet Joel: [17] “‘And in the last days it shall be, God declares, that I will pour out (ekcheo) my Spirit on all flesh, and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams; [18] even on my male servants and female servants in those days I will pour out my Spirit, and they shall prophesy. [19] And I will show wonders in the heavens above and signs on the earth below, blood, and fire, and vapor of smoke; [20] the sun shall be turned to darkness and the moon to blood, before the day of the Lord comes, the great and magnificent day. [21] And it shall come to pass that everyone who calls upon the name of the Lord shall be saved.’ … [29] “Brothers, I may say to you with confidence about the patriarch David that he both died and was buried, and his tomb is with us to this day. [30] Being therefore a prophet, and knowing that God had sworn with an oath to him that he would set one of his descendants on his throne, [31] he foresaw and spoke about the resurrection of the Christ, that he was not abandoned to Hades, nor did his flesh see corruption. [32] This Jesus God raised up, and of that we all are witnesses. [33] Being therefore exalted at the right hand of God, and having received from the Father the promise of the Holy Spirit, he has poured out this that you yourselves are seeing and hearing. [34] For David did not ascend into the heavens, but he himself says, “‘The Lord said to my Lord, “Sit at my right hand, [35] until I make your enemies your footstool.”‘ [36] Let all the house of Israel therefore know for certain that God has made him both Lord and Christ, this Jesus whom you crucified.” [37] Now when they heard this they were cut to the heart, and said to Peter and the rest of the apostles, “Brothers, what shall we do?” [38] And Peter said to them, “Repent and be baptized every one of you in the name of Jesus Christ for the forgiveness of your sins, and you will receive the gift of the Holy Spirit. [39] For the promise is for you and for your children and for all who are far off, everyone whom the Lord our God calls to himself.” [40] And with many other words he bore witness and continued to exhort them, saying, “Save yourselves from this crooked generation.” [41] So those who received his word were baptized, and there were added that day about three thousand souls.”

The Biblical accounts of Baptism with the Holy Spirit have a variety of sequences- sometimes with initial salvation, sometimes before water baptism and sometimes after.  And sometimes, it is not specifically noted, but likely occurred. In addition, sometimes the Spirit “fell” or “came upon” people, and other times, the Spirit was given through “laying on of hands”.  The following scenarios demonstrate the different situations:

(Faith, then Holy Spirit Baptism first, then water baptism)

Cornelius in Joppa:  [Acts 10:30-48 ESV] “[30] And Cornelius said, “Four days ago, about this hour, I was praying in my house at the ninth hour, and behold, a man stood before me in bright clothing [31] and said, ‘Cornelius, your prayer has been heard and your alms have been remembered before God. [32] Send therefore to Joppa and ask for Simon who is called Peter. He is lodging in the house of Simon, a tanner, by the sea.’ [33] So I sent for you at once, and you have been kind enough to come. Now therefore we are all here in the presence of God to hear all that you have been commanded by the Lord.” [34] So Peter opened his mouth and said: “Truly I understand that God shows no partiality, [35] but in every nation anyone who fears him and does what is right is acceptable to him. [36] As for the word that he sent to Israel, preaching good news of peace through Jesus Christ (he is Lord of all), [37] you yourselves know what happened throughout all Judea, beginning from Galilee after the baptism that John proclaimed: [38] how God anointed Jesus of Nazareth with the Holy Spirit and with power. He went about doing good and healing all who were oppressed by the devil, for God was with him. [39] And we are witnesses of all that he did both in the country of the Jews and in Jerusalem. They put him to death by hanging him on a tree, [40] but God raised him on the third day and made him to appear, [41] not to all the people but to us who had been chosen by God as witnesses, who ate and drank with him after he rose from the dead. [42] And he commanded us to preach to the people and to testify that he is the one appointed by God to be judge of the living and the dead. [43] To him all the prophets bear witness that everyone who believes in him receives forgiveness of sins through his name.” [44] While Peter was still saying these things, the Holy Spirit fell on all who heard the word. [45] And the believers from among the circumcised who had come with Peter were amazed, because the gift of the Holy Spirit was poured out even on the Gentiles. [46] For they were hearing them speaking in tongues and extolling God. Then Peter declared, [47] “Can anyone withhold water for baptizing these people, who have received the Holy Spirit just as we have?” [48] And he commanded them to be baptized in the name of Jesus Christ. Then they asked him to remain for some days.”

[Acts 11:12-18 ESV- see Acts 10:30-48 above] “[12] And the Spirit told me [Peter] to go with them, making no distinction. These six brothers also accompanied me, and we entered the man’s [Cornelius‘] house. [13] And he told us how he had seen the angel stand in his house and say, ‘Send to Joppa and bring Simon who is called Peter; [14] he will declare to you a message by which you will be saved, you and all your household.’ [15] As I began to speak, the Holy Spirit fell on them just as on us at the beginning. [16] And I remembered the word of the Lord, how he said, ‘John baptized with water, but you will be baptized with the Holy Spirit.’ [17] If then God gave the same gift to them as he gave to us when we believed in the Lord Jesus Christ, who was I that I could stand in God’s way?” [18] When they heard these things they fell silent. And they glorified God, saying, “Then to the Gentiles also God has granted repentance that leads to life.””

(Water baptism first, then baptism with the Holy Spirit)

Samaritan Believers:  [Act 8:14-17 ESV] 14 Now when the apostles at Jerusalem heard that Samaria had received the word of God, they sent to them Peter and John, 15 who came down and prayed for them that they might receive the Holy Spirit, 16 for he had not yet fallen on any of them, but they had only been baptized in the name of the Lord Jesus. 17 Then they laid their hands on them and they received the Holy Spirit.

Apollos- fervently and accurately taught about Jesus, but only had been water baptized- He was a dedicated believer, loved Jesus, but was not familiar with the Holy Spirit.  It is implied (given Acts 8:14-17 above) that when Priscilla and Aquila explained to him the way of God more accurately, that included the work of the Holy Spirit and baptism with the Spirit: 

[Act 18:24-28 ESV] 24 Now a Jew named Apollos, a native of Alexandria, came to Ephesus. He was an eloquent man, competent in the Scriptures. 25 He had been instructed in the way of the Lord. And being fervent in spirit, he spoke and taught accurately the things concerning Jesus, though he knew only the baptism of John. 26 He began to speak boldly in the synagogue, but when Priscilla and Aquila heard him, they took him aside and explained to him the way of God more accurately. 27 And when he wished to cross to Achaia, the brothers encouraged him and wrote to the disciples to welcome him. When he arrived, he greatly helped those who through grace had believed, 28 for he powerfully refuted the Jews in public, showing by the Scriptures that the Christ was Jesus.

Ephesian Believers-  (not clear if they had been baptized in water twice (once with John and another with Paul), but clearly, after Paul explained to them, they were baptized with the Holy Spirit (through laying on of hands) and spoke in tongues and prophesied):

 [Acts 19:1-7 ESV] “[1] And it happened that while Apollos was at Corinth, Paul passed through the inland country and came to Ephesus. There he found some disciples. [2] And he said to them, “Did you receive the Holy Spirit when you believed?” And they said, “No, we have not even heard that there is a Holy Spirit.” [3] And he said, “Into what then were you baptized?” They said, “Into John’s baptism.” [4] And Paul said, “John baptized with the baptism of repentance, telling the people to believe in the one who was to come after him, that is, Jesus.” [5] On hearing this, they were baptized in the name of the Lord Jesus. [6] And when Paul had laid his hands on them, the Holy Spirit came on them, and they began speaking in tongues and prophesying. [7] There were about twelve men in all.”

Filling of the Holy Spirit is different than the Baptism of the Holy Spirit:

From the above scriptures, Baptism of the Spirit is an event, just like Baptism in Water- it also comes with a filling of the Spirit.  Baptism with the Spirit does not happen more than once, nor do Jesus or the apostles tell people to do it repeatedly.  On the other hand, “filling of the Spirit” happens more than once–repeatedly; we see OT people and NT people (pre-ascension) were filled with the Spirit– Jesus specified that baptism of the Spirit would happen after he returned to the Father.  The NT writers tell us to “be continually filled” with the Spirit. There are a few different words for “filling” but they are distinct from Baptism.

In the case of Besalel, his filling with the Spirit enabled him to have extraordinary ability and intelligence in craftsmanship for building and decorating the temple.  He was a Spirit-filled interior designer and craftsman.

[Exo 31:1-5 ESV] [1] The LORD said to Moses, [2] “See, I have called by name Bezalel the son of Uri, son of Hur, of the tribe of Judah, [3] and I have filled (mala) him with the Spirit of God, with ability and intelligence, with knowledge and all craftsmanship, [4] to devise artistic designs, to work in gold, silver, and bronze, [5] in cutting stones for setting, and in carving wood, to work in every craft…[Exo 35:30-33 ESV] [30] Then Moses said to the people of, “See, the LORD has called by name Bezalel the son of Uri, son of Hur, of the tribe of Judah; [31] and he has filled him with the Spirit of God, with skill, with intelligence, with knowledge, and with all craftsmanship, [32] to devise artistic designs, to work in gold and silver and bronze, [33] in cutting stones for setting, and in carving wood, for work in every skilled craft.

In the case of John the Baptist, he was filled with the Spirit as a fetus!  And when his mother and father were filled with the Spirit, they glorified God and prophesied…but they did not speak in tongues…

[Luke 1:5-17, 39-45, 67-80 ESV] “[5] In the days of Herod, king of Judea, there was a priest named Zechariah, of the division of Abijah. And he had a wife from the daughters of Aaron, and her name was Elizabeth. [6] And they were both righteous before God, walking blamelessly in all the commandments and statutes of the Lord. [7] But they had no child, because Elizabeth was barren, and both were advanced in years. [8] Now while he was serving as priest before God when his division was on duty, [9] according to the custom of the priesthood, he was chosen by lot to enter the temple of the Lord and burn incense. [10] And the whole multitude of the people were praying outside at the hour of incense. [11] And there appeared to him an angel of the Lord standing on the right side of the altar of incense. [12] And Zechariah was troubled when he saw him, and fear fell upon him. [13] But the angel said to him, “Do not be afraid, Zechariah, for your prayer has been heard, and your wife Elizabeth will bear you a son, and you shall call his name John. [14] And you will have joy and gladness, and many will rejoice at his birth, [15] for he will be great before the Lord. And he must not drink wine or strong drink, and he will be filled with the Holy Spirit, even from his mother’s womb. [16] And he will turn many of the children of Israel to the Lord their God, [17] and he will go before him in the spirit and power of Elijah, to turn the hearts of the fathers to the children, and the disobedient to the wisdom of the just, to make ready for the Lord a people prepared.” … [39] In those days Mary arose and went with haste into the hill country, to a town in Judah, [40] and she entered the house of Zechariah and greeted Elizabeth. [41] And when Elizabeth heard the greeting of Mary, the baby leaped in her womb. And Elizabeth was filled with the Holy Spirit, [42] and she exclaimed with a loud cry, “Blessed are you among women, and blessed is the fruit of your womb! [43] And why is this granted to me that the mother of my Lord should come to me? [44] For behold, when the sound of your greeting came to my ears, the baby in my womb leaped for joy. [45] And blessed is she who believed that there would be a fulfillment of what was spoken to her from the Lord.” … [67] And his father Zechariah was filled with the Holy Spirit and prophesied, saying, [68] “Blessed be the Lord God of Israel, for he has visited and redeemed his people [69] and has raised up a horn of salvation for us in the house of his servant David, [70] as he spoke by the mouth of his holy prophets from of old, [71] that we should be saved from our enemies and from the hand of all who hate us; [72] to show the mercy promised to our fathers and to remember his holy covenant, [73] the oath that he swore to our father Abraham, to grant us [74] that we, being delivered from the hand of our enemies, might serve him without fear, [75] in holiness and righteousness before him all our days. [76] And you, child, will be called the prophet of the Most High; for you will go before the Lord to prepare his ways, [77] to give knowledge of salvation to his people in the forgiveness of their sins, [78] because of the tender mercy of our God, whereby the sunrise shall visit us from on high [79] to give light to those who sit in darkness and in the shadow of death, to guide our feet into the way of peace.” [80] And the child grew and became strong in spirit, and he was in the wilderness until the day of his public appearance to Israel.”

In Acts 2, Pentacost, the believers were baptized and filled with the Holy Spirit at the same time.  This concurrent event was the first time that being filled with the Holy Spirit was associated with baptism of the Spirit and speaking in tongues.

[39] For the promise is for you and for your children and for all who are far off, everyone whom the Lord our God calls to himself.” [40] And with many other words he bore witness and continued to exhort them, saying, “Save yourselves from this crooked generation.” [41] So those who received his word were baptized, and there were added that day about three thousand souls.”

In this following example, Peter was filled with the Spirit and spoke boldly to the rulers…bold to such an extent that the rulers took note but knew that they were ordinary, common people….this instance of being filled with the Spirit did not include speaking in tongues, nor was Baptism of the Spirit mentioned in v.31– the apostles who were present (Peter, John and presumably their friends) had already been Baptized with the Spirit in Acts 2.

[Acts 4:5-19, 23-31 ESV] “[5] On the next day their rulers and elders and scribes gathered together in Jerusalem, [6] with Annas the high priest and Caiaphas and John and Alexander, and all who were of the high-priestly family. [7] And when they had set them in the midst, they inquired, “By what power or by what name did you do this?” [8] Then Peter, filled with the Holy Spirit, said to them, “Rulers of the people and elders, [9] if we are being examined today concerning a good deed done to a crippled man, by what means this man has been healed, [10] let it be known to all of you and to all the people of Israel that by the name of Jesus Christ of Nazareth, whom you crucified, whom God raised from the dead–by him this man is standing before you well. [11] This Jesus is the stone that was rejected by you, the builders, which has become the cornerstone. [12] And there is salvation in no one else, for there is no other name under heaven given among men by which we must be saved.” [13] Now when they saw the boldness of Peter and John, and perceived that they were uneducated, common men, they were astonished. And they recognized that they had been with Jesus. [14] But seeing the man who was healed standing beside them, they had nothing to say in opposition. [15] But when they had commanded them to leave the council, they conferred with one another, [16] saying, “What shall we do with these men? For that a notable sign has been performed through them is evident to all the inhabitants of Jerusalem, and we cannot deny it. [17] But in order that it may spread no further among the people, let us warn them to speak no more to anyone in this name.” [18] So they called them and charged them not to speak or teach at all in the name of Jesus. [19] But Peter and John answered them, “Whether it is right in the sight of God to listen to you rather than to God, you must judge, … [23] When they were released, they went to their friends and reported what the chief priests and the elders had said to them. [24] And when they heard it, they lifted their voices together to God and said, “Sovereign Lord, who made the heaven and the earth and the sea and everything in them, [25] who through the mouth of our father David, your servant, said by the Holy Spirit, “‘Why did the Gentiles rage, and the peoples plot in vain? [26] The kings of the earth set themselves, and the rulers were gathered together, against the Lord and against his Anointed’– [27] for truly in this city there were gathered together against your holy servant Jesus, whom you anointed, both Herod and Pontius Pilate, along with the Gentiles and the peoples of Israel, [28] to do whatever your hand and your plan had predestined to take place. [29] And now, Lord, look upon their threats and grant to your servants to continue to speak your word with all boldness, [30] while you stretch out your hand to heal, and signs and wonders are performed through the name of your holy servant Jesus.” [31] And when they had prayed, the place in which they were gathered together was shaken, and they were all filled with the Holy Spirit and continued to speak the word of God with boldness.”

Paul was prayed over by Ananias- He received his sight and was filled with the Spirit, but this passage does not explicitly say that he spoke in tongues, though we know in Corinthians, Paul says he spoke in tongues more than all of them…the Word does not tell us when he was baptized with the Spirit and received the gift of tongues, but only tells us he had it.

[Acts 9:17-22 ESV] “[17] So Ananias departed and entered the house. And laying his hands on him he said, “Brother Saul, the Lord Jesus who appeared to you on the road by which you came has sent me so that you may regain your sight and be filled with the Holy Spirit.” [18] And immediately something like scales fell from his eyes, and he regained his sight. Then he rose and was baptized; [19] and taking food, he was strengthened. For some days he was with the disciples at Damascus. [20] And immediately he proclaimed Jesus in the synagogues, saying, “He is the Son of God.” [21] And all who heard him were amazed and said, “Is not this the man who made havoc in Jerusalem of those who called upon this name? And has he not come here for this purpose, to bring them bound before the chief priests?” [22] But Saul increased all the more in strength, and confounded the Jews who lived in Damascus by proving that Jesus was the Christ.”

This passage states that Paul was filled with the Holy Spirit when he was speaking to the proconsul and Bar-Jesus (Elymas).  He spoke the truth boldly and pointedly– to the point of declaring an instantaneous supernatural change causing Elymas to be blind.

[Acts 13:1-52 ESV] “[1] Now there were in the church at Antioch prophets and teachers, Barnabas, Simeon who was called Niger, Lucius of Cyrene, Manaen a lifelong friend of Herod the tetrarch, and Saul. [2] While they were worshiping the Lord and fasting, the Holy Spirit said, “Set apart for me Barnabas and Saul for the work to which I have called them.” [3] Then after fasting and praying they laid their hands on them and sent them off. [4] So, being sent out by the Holy Spirit, they went down to Seleucia, and from there they sailed to Cyprus. [5] When they arrived at Salamis, they proclaimed the word of God in the synagogues of the Jews. And they had John to assist them. [6] When they had gone through the whole island as far as Paphos, they came upon a certain magician, a Jewish false prophet named Bar-Jesus. [7] He was with the proconsul, Sergius Paulus, a man of intelligence, who summoned Barnabas and Saul and sought to hear the word of God. [8] But Elymas the magician (for that is the meaning of his name) opposed them, seeking to turn the proconsul away from the faith. [9] But Saul, who was also called Paul, filled (pimplemi) with the Holy Spirit, looked intently at him [10] and said, “You son of the devil, you enemy of all righteousness, full of all deceit and villainy, will you not stop making crooked the straight paths of the Lord? [11] And now, behold, the hand of the Lord is upon you, and you will be blind and unable to see the sun for a time.” Immediately mist and darkness fell upon him, and he went about seeking people to lead him by the hand. [12] Then the proconsul believed, when he saw what had occurred, for he was astonished at the teaching of the Lord. [13] Now Paul and his companions set sail from Paphos and came to Perga in Pamphylia. And John left them and returned to Jerusalem, [14] but they went on from Perga and came to Antioch in Pisidia. And on the Sabbath day they went into the synagogue and sat down. [15] After the reading from the Law and the Prophets, the rulers of the synagogue sent a message to them, saying, “Brothers, if you have any word of encouragement for the people, say it.” [16] So Paul stood up, and motioning with his hand said: “Men of Israel and you who fear God, listen. [17] The God of this people Israel chose our fathers and made the people great during their stay in the land of Egypt, and with uplifted arm he led them out of it. [18] And for about forty years he put up with them in the wilderness. [19] And after destroying seven nations in the land of Canaan, he gave them their land as an inheritance. [20] All this took about 450 years. And after that he gave them judges until Samuel the prophet. [21] Then they asked for a king, and God gave them Saul the son of Kish, a man of the tribe of Benjamin, for forty years. [22] And when he had removed him, he raised up David to be their king, of whom he testified and said, ‘I have found in David the son of Jesse a man after my heart, who will do all my will.’ [23] Of this man’s offspring God has brought to Israel a Savior, Jesus, as he promised. [24] Before his coming, John had proclaimed a baptism of repentance to all the people of Israel. [25] And as John was finishing his course, he said, ‘What do you suppose that I am? I am not he. No, but behold, after me one is coming, the sandals of whose feet I am not worthy to untie.’ [26] “Brothers, sons of the family of Abraham, and those among you who fear God, to us has been sent the message of this salvation. [27] For those who live in Jerusalem and their rulers, because they did not recognize him nor understand the utterances of the prophets, which are read every Sabbath, fulfilled them by condemning him. [28] And though they found in him no guilt worthy of death, they asked Pilate to have him executed. [29] And when they had carried out all that was written of him, they took him down from the tree and laid him in a tomb. [30] But God raised him from the dead, [31] and for many days he appeared to those who had come up with him from Galilee to Jerusalem, who are now his witnesses to the people. [32] And we bring you the good news that what God promised to the fathers, [33] this he has fulfilled to us their children by raising Jesus, as also it is written in the second Psalm, “‘You are my Son, today I have begotten you.’ [34] And as for the fact that he raised him from the dead, no more to return to corruption, he has spoken in this way, “‘I will give you the holy and sure blessings of David.’ [35] Therefore he says also in another psalm, “‘You will not let your Holy One see corruption.’ [36] For David, after he had served the purpose of God in his own generation, fell asleep and was laid with his fathers and saw corruption, [37] but he whom God raised up did not see corruption. [38] Let it be known to you therefore, brothers, that through this man forgiveness of sins is proclaimed to you, [39] and by him everyone who believes is freed from everything from which you could not be freed by the law of Moses. [40] Beware, therefore, lest what is said in the Prophets should come about: [41] “‘Look, you scoffers, be astounded and perish; for I am doing a work in your days, a work that you will not believe, even if one tells it to you.'” [42] As they went out, the people begged that these things might be told them the next Sabbath. [43] And after the meeting of the synagogue broke up, many Jews and devout converts to Judaism followed Paul and Barnabas, who, as they spoke with them, urged them to continue in the grace of God. [44] The next Sabbath almost the whole city gathered to hear the word of the Lord. [45] But when the Jews saw the crowds, they were filled with jealousy and began to contradict what was spoken by Paul, reviling him. [46] And Paul and Barnabas spoke out boldly, saying, “It was necessary that the word of God be spoken first to you. Since you thrust it aside and judge yourselves unworthy of eternal life, behold, we are turning to the Gentiles. [47] For so the Lord has commanded us, saying, “‘I have made you a light for the Gentiles, that you may bring salvation to the ends of the earth.'” [48] And when the Gentiles heard this, they began rejoicing and glorifying the word of the Lord, and as many as were appointed to eternal life believed. [49] And the word of the Lord was spreading throughout the whole region. [50] But the Jews incited the devout women of high standing and the leading men of the city, stirred up persecution against Paul and Barnabas, and drove them out of their district. [51] But they shook off the dust from their feet against them and went to Iconium. [52] And the disciples were filled (pleroo- imperfect passive tense) with joy and with the Holy Spirit.”

[Ephesians 5:15-21 ESV] “[15] Look carefully then how you walk, not as unwise but as wise, [16] making the best use of the time, because the days are evil. [17] Therefore do not be foolish, but understand what the will of the Lord is. [18] And do not get drunk with wine, for that is debauchery, but be filled (pleroo- present passive tense) with the Spirit, [19] addressing one another in psalms and hymns and spiritual songs, singing and making melody to the Lord with your heart, [20] giving thanks always and for everything to God the Father in the name of our Lord Jesus Christ, [21] submitting to one another out of reverence for Christ.”
